Revenue arrives through notifyReward, which divides the amount across everyone staked at that instant. If it were called while the pool was empty, there would be nothing to divide by and the money would sit in the contract belonging to nobody.
So notifyReward reverts when nothing is staked. Stake first, route revenue second. Until a revenue source is connected and the first call lands, claimable USDG is zero for every address and this page will say so rather than showing a projection.
